SUMMARY: The Department of State is correcting Public Notice 11118 published in the Federal Register on May 20, 2020 imposing statutory debarment under the International Traffic in Arms Regulations (“ITAR”) on persons convicted of violating, or conspiracy to violate, the Arms Export Control Act (AECA). The effective date for the imposition of statutory debarment remains May 20, 2020. FOR FURTHER INFORMATION CONTACT: Jae E. SUMMARY: The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-649 and 731-TA-1523 (Preliminary) pursuant to the Tariff Act of 1930 (“the Act”) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of twist ties from China, provided for in subheadings 8309.90.00, 5609.00.30, 3906.90.20, 3920.51.50, 3923.90.00, 3926.90.99, 4811.59.60, 4821.10.40, 4821.90.20, and 4823.90.86 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (“Commerce”) extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by August 10, 2020.
